Open the starfish background copyNpaste your tube as new layer and place it to the right add drop shadow
select the background layer copyNpaste one of the seafloor as new layer drop shadow 1-1-50-5- black and move it to the bottom
new layer choose picture tube tool and add a couple of bubbles new layer again picture tube - find Star fish and add a couple on different layers if you don't have them in your version you can get them here
select the top layer add a new layer - flood fill with color from your tube I used #165b90 select all - modify - contract 10 - hit delete - select non effect Texture effect blinds
I used SnagglePuss for my name and added Cutout these setting
Animation
select the background layer - copy open AS and paste as new animation back in psp close background layer and close the top layers so you only have the picture tube layers visible copy merge paste in AS as new animation back in psp close these layers open the top layers - copy merge open AS paste as new animation

select the picture tube frame
effect Insert image effect - underwater with this setting
delete the first frame there's no animation on it I ended up with 10 frames
now duplicate your toplayer and background layer to the same amount of frames
*Ctrl + A on your background Ctrl + A on your animation - hit propagate paste and drag the animation into place*
